Close low capacity Harrison, not Polk

Why close Polk Elementary School, which is at near capacity, while Harrison remains open and, as proposed by the superintendent, has five years to reach 70 percent?
I realize people lost their homes in that area in the 2008 flood; however, many of those people left. They are not coming back. The homes that are being built in that area will not attract the people who lived in the northwest quadrant. Harrison will probably never reach 70 percent. So why needlessly close Polk?
Polk students go on to be great middle school and high school students aiming for college. Whatever they are doing at Polk works. If it isn't broken, don't fix it.
Also, why would the school district build a
$44 million administration building? I realize about $12 million comes from the Federal Emergency Management Agency, but the school board has some audacity telling the public how much money they will save when they spend
$44 million on a brand-new building.
