City’s words, spending plans out of sync

How many millions of dollars can the city of Cedar Rapids afford to spend on its many projects when the city manager was reported as saying about the fire chief, a leader of one of our most important services: (Stephen) Reid asked for more than the city, which the city manager said is in a “strained” fiscal situation, could afford.
So where is the
$75 million coming from for the event center? The federal government, the state government?
The city should be improving itself from the ground up rather than from the top down and reconsidering its priorities for the majority of its residents.
