City spending tax money at alarming rate

I am concerned with the alarming rate that our city is spending tax money. First, instead of rebuilding our library, we build a new one because the structure can no longer be used. Then we turn around and sell it to True North plus pay for the renovation and for them to move. If we can renovate for them, then why not keep the building for our library and save the taxpayers money?
Then our city buys a hotel and tears down buildings to build a convention center. Why does the city need to be involved in the hotel business?
Shouldn't the citizens of Cedar Rapids have a voice in all of this?
