City not helping those west of Cedar River

It seems that the west side of the Cedar River is being ignored by the high rollers and country clubbers. All the efforts put forth to help the Theatre Cedar Rapids, library, Paramount Theatre and east side businesses far outweigh what is being done for homeowners and businesses on the west side of town.
Why haven't our city manager and City Council members found the time and put forth the same energy to care for the voters on the west bank?
Someone wrote in recently that “C.R. has been in a coma for the past 20 years,” and the way things are going we'll probably see another flood before the situation gets any better.
They are really doing a “bang up” job with Westdale Mall and Ellis harbor. Where has all the money gone the last two years?
