City can avoid flooded May’s Island buildings

As I understand the plan, Cedar Rapids will some day have flood walls along both banks of the river in the downtown area. That sounds good.
I am no hydraulics engineer but I believe when you restrict a flow of water into a narrower channel, the water level in that channel will be higher. And anything on May's Island will be more under water than before in a future massive flood. So be it, that can't be avoided.
However, what we can avoid is having any city and county government offices on May's Island that would be vitally needed during a future disaster.
