Changes would hurt Social Security

Why does the Obama administration continue to shoot themselves so close to the election?
They are talking about balancing the budget on the backs of the older citizens. They are saying they want to change the retirement age to 70, cut Social Security payments and cut Medicare to balance the budget.
The first step to fixing Social Security is to figure out how much money with interest politicians have stolen from it over the years. Once we figure out how much money we have raided, we should convert it to government bonds and at least pay the interest back to the Social Security fund.
We could change the idea that Social Security is a drain on the economy to the fact that younger generation has a debt to repay.
The fact is that the changes being proposed will only put more burden on the working poor who need the money to retire on. It will not have a major effect on the people on welfare, the upper middle class or the rich.
How can Congress think this action will give them any more credibility in trying to balance debt, when they are talking about handing out more stimulus to banks and other causes?
I want to see the data that shows how taking money from old people and giving it to others is stimulus that will help the country.
