Cannibalization works both ways

One of the motivating factors for the Cedar Rapids casino was opportunity for non-profit organizations to receive a portion of the casino profits. The need for these funds did not go away with the Iowa Racing and Gaming Commission's decision to turn down the Cedar Rapids application.
If cannibalization was such an important factor in the decision, why can't Linn County cannibalize a portion of the non-profit funds back from the casinos in Riverside, Waterloo and Dubuque at a rate proportional to the Linn County gaming contribution to the neighboring casinos? It seems only fair that cannibalization works both ways.
