Cameras exist to collect revenue

Nice article in the Sept. 3 Gazette concerning the speed cameras on Interstate 380, 'Class-action lawsuit filed over I-380 cameras.”
Since these cameras are owned by a private vendor, who is responsible for the accuracy of these cameras? They could be set at a closer tolerance than cities or even the highway patrol use thus putting the motorist at a disadvantage. They could be set at 56 mph so as to maximize the ticketing process thus increasing the revenue stream to the vendor and the city. Who maintains and calibrates the cameras and how often?
The police department can say what they want, but the popular belief is that the cameras are there for one main purpose and that is to collect revenue for the city and the vendor. Safety is an issue, but secondary to the revenue.
