C.R. should keep library at current site

Have I missed something? Why is the Cedar Rapids Library Board of Trustees so obsessed with building a new library somewhere other than at the current site which is really ideal?
Use the current site, make the ground floor parking and build the library above the level of the June 2008 flood. Let's list the pros:
1. Familiar location.
2. Located near other people attractions, Science Station, YMCA.
3. Easy access by car, close to city and inner city bus terminals.
4. More than ample parking.
5. Snow removal requirements minimal.
6. Patrons can exit cars and stay dry entering library.
7. Huge roof expanse to take advantage of solar energy.
8. No more need for site acquisition, already city owned.
9. Doesn't remove any property from tax rolls with subsequent loss of tax revenue.
10. Close to riverfront, which is slated to be developed into a parklike attraction.
11. Federal courthouse being built nearby hasn't been deterred by flood concerns.
12. Instead of having another empty square block, it would send a strong message to wavering downtown merchants we are here to stay.
If FEMA has expressed objections to rebuilding at the current site, surely all the advantages should overcome them. Let's keep the library where it belongs.
