C.R. leaders too focused on downtown

So the city council and the Downtown District have decided among themselves, contrary to the caution being urged by the library board, that drawing people to that magical spot called downtown is more important than building a library where the books won't float off the shelves.
What is so blinkin' sacred and all-fired important about downtown?
The city council's obsession with downtown at the cost of the rest of the city needs to be addressed in upcoming elections.
