C.R. flood wall plan raises some questions

The city of Cedar Rapids is considering constructing flood walls, using revenue from a proposed 20-year local option tax, plus other state and federal funding. This may be a gallant plan, but many questions also arise. The walls would be a combination of removable and permanent construction. How far up the river and how far down the river would be necessary? How high would these structures be, and what would be the plan if the river still overtook them?
You could liken the walls to a funnel, a certain flow, and it handles it; faster flow and it overflows, losing control. The city and private industry also have bridges to contend with; each could impede the flow. The river also has curves, which slow flow. Where does the excess water go? What about storm sewer backup?
Will building the walls increase the danger of a drinking water shortage? In 2008, only one well survived; with walls, would it flood, too? Will towns upstream and downstream flood worse? Will the Edgewood Road area flood worse?
I know the town needs protection, but I'm not certain flood walls are the total answer.
