‘Buy local, use local’ line is just a line

Buy local, use local companies, who are they kidding?
I work for a locally owned printing business and haven't seen much printing come our way even though we were totally flooded. Guess we didn't get a chance to bid for the city because we were busy cleaning up what damage the flood caused and must have missed our chance to bid because we weren't getting any mail.
Also, I now hear the city has awarded the city excavating bid to a Benton County company. Why do they keep saying we use local but it doesn't seem to apply to the city itself?
