Bus bumper heights should be lower, safer

After seeing another compact car wedged under the rear end of a bus, why do buses not have to have regulation bumpers so many inches off the ground to prevent this from happening, like commercial vehicles must comply with?
Another question: I wonder how much coffee and doughnuts it took to decide what we the subscribers want in The Gazette Money section? I'm sure that knowing more about the “Technology Corridor” - Cedar Rapids the 38th drunkest city and Iowa City the“party town” - needs to be expanded. Wow.
