Bribery doesn't work

It seems to me that Dan Kehl of the Riverside Casino would want to cut his losses. After spending so much promoting the “no” vote,
I think he found that bribery (the water park) didn't work and threats regarding the Iowa Racing and Gaming Commission decision will only further lower public opinion of him.
Riverside Casino has a good thing going and doesn't want to share. Understood!
