Blinking traffic lights good for overnights

Having Cedar Rapids' traffic lights blink in all directions after midnight is a wonderful idea. It speeds transit through largely deserted streets when the last thing a driver wants is to sit at an intersection waiting for a green light.
Naturally, a blinking light also signals very loudly to be careful crossing such an intersection. The careful driver will approach slowly and may even stop before proceeding.
Blink after midnight is a wonderful, forward-thinking idea. Let's keep it that way.
