Bike riders should be held accountable

The addition to the bike trail crossing Wright Brothers Boulevard to Ely Road: Who's paying for this fancy addition? We, the taxpayers?
Originally, the bikers had to stop at Wright Brothers and then walk a short distance to Ely Road. They still have to stop at the intersection. What did they solve? Nothing. They still have to take Ely Road into town.
By rights, these bikers need to pay some sort of a tax for these improvements. How about a license like we had years ago?
