Big insurance premium increases are unfair

My wife is on disability and is covered by Medicare; she pays the premium out of her SSI. As of January, her payment to Blue Cross Blue Shield of Iowa for secondary insurance (she needed more coverage) increased from $347.42 to $525.88 per month, well over a 50 percent increase. How is this allowed?
I canceled my policy due to high costs. They wanted over $800 per month at first; now it would be over $1,000. I am unemployed and need to look after my wife all day and all night.
We are on a fixed income of just $3,000 per month. My wife has many ailments; multiple sclerosis is her main one. What can be done about this large hike in payments?
