Better places to take dogs than market

I attended the Cedar Rapids Downtown Farmers Market on June 4 and was amazed at all the dogs there. I love animals and I have a dog but with so many people, I was concerned for everyone's safety. There was a scary dogfight right in front of me and my niece. The owners couldn't pull the dogs away from each other.
There are so many people, including small children, that dogs/animals should be banned from the market. There are dog parks for dogs to get exercise. Most of the dogs I saw at the market were panting and tired looking.
