Basic driving lessons still not being followed

Has everyone forgotten what was taught in driver's education? The laws and rules have not changed. We all learned that the left lane is for passing and the right lane is for cruising. The Iowa drivers' manual states this under the heading “Passing Procedure.” It clearly states that after passing a vehicle, drivers should move back to the right as soon as it is safe to do so.
It is so frustrating for other drivers when the car in front of them in the left lane does not move to the right. If I signal a driver by flashing lights, I am not asking that driver to speed up but merely asking that driver to move to the right. As aggravating as this is, it is also dangerous, leading to passing on the right. How difficult it is for a driver in the left lane to move over when signaled?
One more thing: Why is it that most drivers don't use the blinkers? It is a way to let other drivers know what you are planning to do. Did you know that it is an automatic road test failure if blinkers aren't used?
Come on, Cedar Rapids drivers, let's follow the laws and be safer, kinder drivers.
