Ban puppy mill sales in Cedar Rapids

Cedar Rapids should take action and ban the sale of puppy mill dogs from pet stores. There are hundreds of communities around here that have implemented similar bans. It's time for Cedar Rapids to do the same.
Local news regarding the puppy mill raid led by the ASPCA shows how poor the standards are for USDA and Iowa Department of Agriculture licenses. Since the state and USDA have not improved requirements for puppy mill operators, it's up to local communities such as Cedar Rapids to say no to cruelty.
Bans like this would not stop someone from getting a puppy from a reputable breeder or breeding animals themselves. However, it would stop puppies that have been bred and housed in terrible conditions from being sold in pet stores.
