Balanced budget will not improve economy

Please explain to me how a balanced budget creates jobs, improves health care, or gives people help in bettering their station in life? If the 98 percent don't have money to spend, the economy will not improve.
People need jobs to have money to spend to help the economy improve. With more people employed, tax revenue will rise without having to raise rates. But the balanced budget does not contribute to any of these positive economic improvements, so, please - how does a balanced budget help?
