Back-in parking should be mandatory

Keep and expand back in-parking in Cedar Rapids. Statistics would show no people getting hit or killed by people backing into the parking place. Prime reason: No one is standing or walking in a parking space.
How many more injuries and deaths have to take place before common sense prevails and back-in parking is required by city, state and federal code for all parking lots. (Parallel parking the exception )
People complain and say it is so hard to back into a parking place, yet they seem to be able to back out of a parking place. Plus it takes them longer in the process to back out. They have to look over their shoulders repeated times to make sure no one comes behind them as they back out.
However, it's no problem for the person driving out of the parking place. Everything is highly visible right in front of the driver and it's easy to look left and right before exiting the parking space.
Change is hard for all of us, but with a little practice, back-in parking would come naturally.
