Arguments for speed limit at Lake Macbride

Owners of bass fishing boats with big motors have made several arguments to eliminate the existing 10-horsepower limit on Lake Macbride. Here are rebuttals of these arguments.
Argument: We don't get to fish Lake Macbride in summer months.
Rebuttal: Use an electric trolling motor. Others do it. Bass fishing boats have fished all day at Lake Macbride using nothing other than an electric trolling motor.
Argument: We pay taxes and should have the right to use big motors.
Rebuttal: Many other uses are restricted in the same manner. Millions of dollars of taxpayer money are spent on constructing bicycle trails in Johnson County. Bicycle trails restrict use of motorized vehicles such as ATVs, motorcycles and snowmobiles, and limit use to bicycles and pedestrians.
Argument: We don't want to buy a 10-horsepower motor.
Rebuttal: The rest of us have to buy one! Why should someone be exempt just because they own a bigger motor?
Argument: We will drive our big motors at 5 miles per hour.
Rebuttal: History has shown us that this is not always the case. Relying on self-enforcement is well-intended but risky policy. Even the bass fishermen know of the lack of Department of Natural Resources enforcement officials. It only takes one boat to cause an accident. A bass fishing boat with a 175-horsepower motor easily reach speeds of 60 mph.
