Are mass shootings just about ‘evil?’

Regarding red flag laws, The Gazette on Sunday quoted Governor Kim Reynolds as saying, “No matter how many laws or rules you have on the books, if somebody has evil in their heart, you can’t handle that.”
Assuming she is correct, this implies that a far greater percentage of Americans must have “evil in their heart” since other countries experience only a small fraction of the number of mass shootings that occur in the U.S.
