Animal cruelty to abandon pets in cold

We have another cat. How can heartless people be so cruel as to dump their pets in this weather? House pets do not know how to forage for food. I set food out every day, but no water. These “pets” don't know that they need to eat snow to get water. They also are competing with the opossums and raccoons trying to get at the food.
Stop and take a good look at the farms. Are there any farm animals? I don't mean just a dog. If no animals, it means there is no grain being stored on that farm; therefore, no mice or rats to feast on.
Advertise. Some farmers will take cats. Even a veterinarian would know. Deliver the pet to a shelter and give them a slight donation. At least it would be safe and maybe someone will give it a good home.
