All vehicles are not treated equally

Cedar Rapids' traffic cameras disregard a fundamental principal of law, as justice for all does not apply.
Those issued a ticket should challenge legality based on the fact that not all vehicles are treated equally. This is because those with an apportioned registration are only issued one license plate for display on the front of their vehicle. Without a rear-facing plate, they will never be cited for a violation (as only rear plates are photographed). Apportioned registrations typically apply to semi-trucks but may also include any/all vehicles in the fleet.
Iowa DOT confirmed that a trucker will never be cited for violation by a Cedar Rapids traffic camera because their vehicle legally only displays a license plate on the front. Might not those who know they can disobey the law without consequence be cause of concern for reduced safety? Due to inequity of application, this law should be overturned as unreasonable, arbitrary and capricious.
