All levels of government broke, can’t lend

Please explain how this makes sense. Cedar Rapids is broke so it is asking the state and federal government for monetary help for buyouts, library construction and flood control. The state is a billion dollars in debt and is asking the feds for monetary help. The federal government is running a deficit in excess of $2 trillion and is asking us to pay more tax to pay for misguided health care reform and cap and trade legislation.
We are borrowing from China and printing money at a record rate.
Hope and change? Looks like the only hope we have is that we have enough change left over to buy the local newspaper.
