Alcohol is not needed to enjoy state parks

Maybe someone could help me understand why alcohol consumption is a vital part of recreation in our state parks.
As a 31-year veteran Iowa State Park Ranger (1972-2003), I can state that the great majority of my law enforcement time was spent on alcohol related incidents.
Incidents ranging from campground disturbances by inebriated groups of individuals, picnic area 'parties” where behavior and language infringed upon the other users' expectation of an enjoyable afternoon and even a motor vehicle fatality on a park road involving alcohol and high speed.
It seems that other parks and recreation areas see alcohol consumption as not a desirable or needed component for their facilities. Why is it that state legislators oppose banning alcohol on state park beaches like Lake Macbride and have fought attempts to ban alcohol? Yes, I know, only beer and wine coolers are allowed but, trust me, I know as many do just how drunk you can get on these 'acceptable” alcoholic beverages.
Please help me understand how alcohol consumption plays an important role in recreating and enjoying our state parks.
