Address vulnerable voting machines

It looks like it is time for Iowa to begin printing paper ballots. According to testimony by Mike Rogers, head of the NSA and U.S. Cyber Command, the president has not convened a crisis meeting about the Russian hacking into our voting systems nor has he ordered any agencies to take action to prevent their hacking in this current election year.
Our voting machines have proved to be vulnerable to electronic manipulation. Paper ballots do not change: they can even be recounted if necessary. It may take longer to count paper ballots, but, if it preserves our democracy, I think we would all be willing to wait for the results to be correct.
It looks like it will be up to the states to safeguard our ballot system. I hope Iowa will lead the way.
