Absentee ballot request policy needs refinement

I moved here a few years ago from Seattle, Wash. The local paper there always published recommendations on who they considered to be the best candidates. The state also mailed a voter's pamphlet to each voter. It was very helpful when deciding which issues and candidates to vote for.
I do not understand why it is necessary here to request an absentee ballot for each election. This was only necessary once in Washington. After that initial request, the absentee ballot was sent for each election. It was necessary to vote in order to receive your absentee ballot for the next election, so I always voted.
