A city council swap would be cheaper

Every citizen I've spoken with hates the Cedar Rapids and Marion traffic situation. For those of you unfamiliar with these driving problems, or people that do not drive:
The Cedar Rapids City Council, city manager and city traffic engineering are changing the main thoroughfares from one-way to two-way Streets.
Marion City Council is changing their thoroughfares from two-way to one-way.
It's all very expensive, unnecessary and has ticked off a lot of voters.
A simple, affordable, win/win solution would have been to just swap city councils.
