1 animal violation should be the limit

How many times can people own and neglect or mistreat animals before they aren't allowed to do it anymore? I realize that often it starts with good intentions or that mental health issues are involved. But if people mistreat animals, they shouldn't be allowed to do it again.
I am so sick of seeing dogs tied or chained outside or constantly in a kennel, especially during inclement weather. Yes, they may be given food and water, but there is more to life, even for a dog. Dogs should be touched, talked to, played with, exercised and loved.
Jennifer Wood, and others like her, should not be allowed to have animals. Those of you who have pets and keep them chained, tied or constantly kenneled with little more than food and water, standing in their own excrement - shame on you!
