Winter freezing cycles sometimes cause concrete on Mississippi River bridges to loosen and fall. After several chunks of concrete had fallen from the underside of the Highway 18 bridge in 1996, DOT workers replaced numerous bridge joints and fixed various spots in its decks in 1997.
