Iowa fell behind by double digits in the first half again, but unlike last week at Illinois, the Hawkeyes couldn't rally in the second half.
Rutgers (12-8, 2-5) held the Hawkeyes (10-10, 1-6) to 40 percent shooting and forced 16 turnovers.
Corey Sanders had 18 points and eight assists, Geo Baker scored 17 and Issa Thiam had 16 points, including four first-half 3s.
Jordan Bohannon poured in 23 points for Iowa, including a personal 9-0 run that put the Hawkeyes up 13-11 in the first half. But Rutgers scored the next 12 points and never looked back.
Next up for Iowa: No. 3 Purdue invades Carver-Hawkeye Arena on Saturday.
