Will Iowa City enforce snow emergency citywide?

IOWA CITY - Iowa City just declared a snow emergency from 8 a.m. Wednesday until 8 a.m. Friday.
That means vehicles will need to be parked on a certain side of the street so plows can get through.
It also begs the question: Will the city enforce the snow ordinance beyond the area near downtown?
I believe the last snow emergency was two months ago, when the city ticketed 315 vehicles, with 239 of those towed.
All of the infractions came within several blocks south and east of downtown, in the neighborhoods full of college students. Click here for a story and a map showing exactly where the citations were issued.
Public Works Director Rick Fosse told me at that time that the city would write tickets throughout town during the next snow emergency, although he said towing would still be focused on the downtown area.
