DES MOINES - A key House panel has approved a $5.9 billion budget bargained by Gov. Terry Branstad and legislative Republicans.
The House Appropriations Committee approved the two-year spending package Monday on a 15-10 vote, with Republicans in favor and Democrats opposed. The spending is expected to be approved by another committee later Monday and to be debated by the full House on Wednesday.
Backers say the spending plan is a compromise after long negotiations between GOP lawmakers and the governor. Opponents accuse Republicans of rushing the measure through without giving the public a chance to comment or even read the proposal.
