Two charged in connection with Aug. 3 shooting in Iowa City
Police say the incident which injured 4 was targeted and connected to an ongoing dispute

A 17-year-old and another juvenile face charges in connection with a targeted Aug. 3 shooting in Iowa City which injured four people.
Moayed E. Elsid, of Iowa City, is charged with attempted murder and possession of a firearm as a felon in connection with the Aug. 3 incident.
Police say Elsid and another person shot the woman in the stomach during the incident just before 3 a.m. in a parking lot at 618 E. Court St. in Iowa City. The shooters have an ongoing dispute with the woman’s juvenile son, criminal complaints state.
“The victim shot in the stomach was clearly the defendant’s specific target due to the ongoing dispute they have with her son,” police said in a criminal complaint made public Friday.
Three other people sustained non-life threatening injuries in the incident, police have said.
Multiple people at the scene identified Elsid and a co-defendant being in an argument with the woman and said they had guns at the scene.
Witnesses, surveillance video and cellphone data put Elsid and a co-defendant together before the shooting and put them on scene at the time the shooting happened, complaints state. Photos from Elsid’s phone showed him in possession of a gun hours before the shooting.
A second juvenile was arrested and charged with possession of a firearm as a felon in connection with the shooting. Police declined to identify that person because the charge was not a forcible felony.
The investigation is ongoing and additional charges are anticipated, police said in a news release.
Elsid was on three years supervised probation at the time of the Aug. 3 shooting after receiving a deferred judgment in connection with a stabbing inside Iowa City West High School last August when the school was closed.
Elsid, who was not a student at West, was charged with first-degree burglary and willful injury in connection with the incident and later received a deferred judgment in the incident. He was seen chasing another person through the hallways of the school and eventually stabbing him.
Officials on Friday filed probation violation notices in Elsid’s prior cases, meaning he will likely now face jail time in connection with the prior criminal cases.
