According to the criminal complaint, Charles E. McMillin, 38, was driving a 2004 GMC Sierra on Nov. 21 when police stopped him at First Avenue and 35th Street SE.
The complaint states McMillin took the vehicle, which was valued at 'no more than $10,000,” from Potter Manure Pumping Inc. in Cascade.
