Cedar Rapids police: Ex-boyfriend charged with animal abuse video shows him hurting dog

CEDAR RAPIDS — A woman’s ex-boyfriend has been charged with animal abuse after he was caught on video kicking and hitting her dog with cardboard, causing a cut to the Shih Tzu’s eye and brain swelling.
Terry Lee Lockamy, 38, of Cedar Rapids, was charged Thursday with three counts of animal mistreatment and one count of animal neglect, all aggravated misdemeanors, according to a criminal complaint.
Police said Lockamy admitted the abuse but “didn’t think he kicked or hit the dog that hard,” the complaint states.
The woman took her 5-year-old, 10-pound Shih Tzu to a veterinarian after it was unable to walk and appeared disoriented and not completely alert, according to police.
The woman reviewed video camera recordings in her home and saw several instances of her ex-boyfriend, Lockamy, apparently abusing the dog, the complaint states.
An animal control officer and Cedar Rapids police officer watched the videos and found Lockamy had abused the dog three times in June.
Police said they observed the man opening a kennel door, then throwing and kicking the dog — with enough force that the dog went flying across the floor.
In another incident, Lockamy slammed a baby gate on the dog — causing it to skid across the floor — and then chased the dog, picked it up and threw it into a kennel.
In a third incident, Lockamy was seen striking the dog 11 times with cardboard and also throwing and kicking the dog, police said.
A judge Thursday ordered a $4,000 bail for Lockamy, and he remains in jail, according to jail records.
