Cedar Rapids men charged in Marion shooting
A woman was shot multiple times at close range

Two Cedar Rapids men have been arrested in relation to a shooting that happened last week at a Marion motel.
Phillip Phelps, 37, is charged with willful injury resulting in serious injury and domestic abuse assault, second offense. His brother, Stephan Phelps, 39, was charged with accessory after the fact, according to a press release from the Marion Police Department.
According to a criminal complaint, Phillip Phelps shot the mother of his children multiple times at close range at Sleep Inn, 5500 Dyer Ave., on Oct. 19. He was holding the gun inside his sweatshirt pocket during the shooting, which was captured on surveillance video.
The woman told police that on the way to the motel Phillip Phelps had been accusing her of sleeping with another man and that he had taken her phone from her. After the shooting, she was taken to a hospital where she underwent surgery for her injuries, which included multiple gunshot wounds on both of her legs, the complaint states.
A warrant was issued for Phillip Phelps’ arrest on Oct. 22, and he was taken into custody on Wednesday. He had his first appearance in court on Wednesday and is being held in the Linn County Jail on a $12,000 cash-only bond.
