Cedar Rapids man draws 15 years for robbery, shooting into building
Plea: He pistol whipped dealer when he couldn’t find drugs or money

CEDAR RAPIDS — A Cedar Rapids man has been sentenced to 15 years in federal prison for attempting to rob a marijuana dealer and then firing 24 rounds into an apartment building — one bullet hitting a baby’s crib.
Lucas Frank Floyd, 28, pleaded guilty last December to one count of conspiracy to interfere with commerce by robbery.
Floyd, in a plea agreement, admitted that on March 1, 2021, he agreed with others to rob “T.Z,” as identified in court documents, of marijuana and cash. Floyd and two others, all carrying firearms, broke into the dealer’s home and demanded marijuana and cash. But when T.Z. told them he didn’t have either, Floyd pistol-whipped him, causing injuries.
Floyd and the others left the home. But days later, on March 8, 2021, law enforcement conducted a traffic stop on a car in which Floyd was a passenger. He provided false names and dates of births to officers, according to the plea. During a search of the car, officers found three firearms, extended magazines, marijuana and a black ski mask.
Law enforcement then searched Floyd’s residence and found another firearm. Floyd has felony convictions for lascivious acts with a child, third-degree burglary and conspiracy to commit a forcible felony. He was not allowed to possess firearms.
According to court documents, Floyd also fired at least 24 rounds into a building at 500 17th St. SE in Cedar Rapids on June 5, 2021. Police found several bullets inside the building and apartments, including the slug found in a baby’s crib. One apartment in the building had 17 bullet holes.
The next day, authorities attempted to arrest Floyd but he jumped out of an apartment window and attempted to flee. When officers arrested him, they found a Glock 10 mm pistol that he used to shoot at the apartment building.
On Monday, U.S. District Judge C.J. Williams sentenced Floyd and ordered him to pay $2,500 in restitution to the owner of the apartment building. He also must serve three years of supervised release following his prison term.
This case was prosecuted by Assistant U.S. Attorney Dillan Edwards and investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Cedar Rapids Police Department.
