Cedar Rapids man already serving 25 years for sex abuse, sentenced to another 10 years
Incidents involve physical attacks of victims, getting them intoxicated

A 20-year-old Cedar Rapids man, already convicted in two counties for sexual assault, was sentenced last week to another 10 years for sexually abusing an Ankeny middle schooler while she was drinking alcohol in his dorm room at Central College in Pella.
Jabari Callonia Dobbs pleaded guilty to third-degree sexual abuse in Marion County District Court, according to court documents. The judge ran the 10 years consecutively to his other convictions in Linn and Keokuk counties for a total of up to 35 years in prison.
He also was ordered to serve a special sentence of parole for life and must comply with the requirements for the sex offender registry in this case and the two others.
According to a criminal complaint in Marion County, Dobbs picked up the juvenile from her middle school in Ankeny on Feb. 24, 2023 and drove her back to his dorm room where he sexually abused her. The victim told police she was drinking alcohol she was asked to bring by Dobbs and Dobbs also gave her alcoholic beverages.
During an interview with police, Dobbs admitted to knowing the girl and picking her up in Ankeny and driving her back to his dorm room, the complaint stated. During the conversation, he changed his story several times about the sexual incidents, police said.
The victim also told police that Dobbs sexually abused her in a previous incident but the complaint didn’t provide a date.
Dobbs was first convicted and sentenced for third-degree sexual abuse and assault with intent to commit sexual abuse — bodily injury, on Oct. 10 in Linn County District Court. He was sentenced to 15 years in prison on both charges.
In that incident, a 17-year-old told police Dobbs choked her and assaulted her in an attempt to sexually abuse her on Nov. 27, 2022 at his residence in Cedar Rapids, according to a criminal complaint. The teen suffered a concussion, marks on her neck, a cut above her left eye, a black eye, a bite mark on her breast, an injury to her left forearm and bruising to her shoulder as she fought back during the assault.
A friend of the teen’s saw her immediately after the assault while the victim was lying on the floor and Dobbs was sitting nearby on the sofa. Dobbs ran out of the room when the friend entered.
Dobbs also was charged in Linn County with third-degree sexual abuse — victim mentally/physically helpless for an incident on or about June 12 or 13, 2022, according to court documents. In that incident, Dobbs sexually abused a woman when she was physically incapacitated or unable to give her consent due to being intoxicated.
The woman told police she was drinking alcohol with Dobbs and only recalled sitting in his driveway at his Cedar Rapids residence and then being in his bedroom at some point, the complaint stated. She also remembered waking up in her own bed wearing someone else’s shirt and didn’t have her bra or underwear.
According to the complaint, a sexual assault kit confirmed Dobbs had sex with the victim and her urine sample showed alcohol in her system at the time of the sexual assault.
Dobbs was again arrested and charged with third-degree sexual abuse in Keokuk County District Court. He pleaded guilty on Oct. 18 and was sentenced to 10 years in prison.
In that incident, Dobbs took a 15-year-old girl to a park in Sigourney on April 15, 2023 and physically assaulted her by punching her multiple times in the face and head. He then used force to remove her clothes and sexually assaulted her in his vehicle.
