Cedar Falls convicted sex offender charged with sex abuse of Cedar Rapids child

CEDAR RAPIDS — A Cedar Falls man who has a previous sex offense conviction was formally charged Saturday after being arrested on a warrant for sex abuse and sex offender registry violations.
Clinton John Mullins, 36, during an initial appearance, was charged with second-degree sexual abuse and sex offender registration violation — second offense. He is accused of sexually abusing a child under age 14 on Nov. 1, 2023, in southwest Cedar Rapids home, according to a criminal complaint.
Mullins also is accused of failing to comply with the sex offender registry requirements. He has a previous conviction of sexual abuse in Wright County and registry violations in Bremer and Black Hawk counties, according to court records.
A judge ordered a $50,000 cash-only bail for Mullins pending his trial, which hasn’t been set at this time.
If convicted of both charges, he faces up to 30 years in prison.
