So, what would the tailgating policy for Iowa football be if the ticket supply exceeded demand?

This e-mail to me came from a chap of around age 50 who has been known to use sarcasm to make his points. But he also is an Iowa alum who drives five hours to attend a few Hawkeye home games per year. Here it is:
So is Barta trying to be the next Dick Cheney? He's going to ruin our top 10 party school ranking! Can you do me a favor and ask him if the Hawks were picked to go 6 & 6 and he still had 15,000 tkts to sell would he be pushing his new anti-drinking agenda. Bring back Bump!
My only thought on this is if Iowa still had 15,000 tickets to move for these games, certain principles might be a little more "flexible."
But more importantly, I want a study conducted on those beanbag/cornhole games that are so prevalent at Iowa tailgates. As an outsider looking in, I can't for the life of me understand their popularity. Can someone please explain?
