Should I draft Tiger Woods No. 1?

We have our annual PGA draft in a couple of weeks. This fantasy golf thing began small, about six participants, and has gotten close to out of control after all these years. It seems like there's always someone new who wants to be included each year.
The jist is this. Team owners draft 15 players each. If one of your 15 golfers wins the PGA tournament that week, you win a certain amount of money, depending on how big the tourney is. The majors (Masters, PGA Championship, etc.) are obviously worth the most cash.
You also count everyone's top three finishers in a particular week and pay the team with the lowest score. For example, it's the Texas Open and you own Joe Blow, who finished second. Jim Blow was eighth and Jim Bob Blow was 23rd. Your score that week was 33. Get it?
At any rate, we draw for the draft order each season, with weight on how you did the previous season. The lucky dude who gets first pick invariably takes Tiger Woods and guarantees himself a profitable year.
But what do you do this season if you're No. 1?
Draft Tiger and hope he comes back to play early in the PGA season? Hope he is strong enough mentally to overcome the intense scrutiny he will face when he comes back from his, umm, personal issues?
Maybe you take Phil Mickelson instead? Seems like a relatively safe pick. Maybe you go homer and draft Zach Johnson first?
Well, I'd like your help with this. I've never been fortunate enough to get the first pick in our draft, and I just have that funny feeling this will be the year.
So who should I take first? You tell me.
