TV weather promos are confusing viewers

The practice of television stations running promotions for their weather departments that feature a clip from the past with one of the weather forecasters announcing the coming of a disastrous weather event ('Death and destruction to sweep across the viewing area tonight into tomorrow!”) is a disservice to the viewers. How this practice benefits the viewers escapes me. This can be very startling and confusing, especially to elderly people who mistake the blurb for a current forecast.
