The accumulation of 14 penalties and a missed field goal as time expired in regulation led Iowa State to a 30-23 double overtime loss at Toledo on Saturday night.
Toledo sacked Iowa State quarterback Sam Richardson on fourth and goal from the nine-yard line to seal the win.
Richardson was 25-of-42 passing for 269 yards and one touchdown. Red-shirt freshman running back Mike Warren aided the run game with 126 yards on 21 carries.
After a one-minute three-and-out start by Iowa State, Toledo got its rushing attack going with running back Kareem Hunt. The junior broke free for a 39-yard run to the ISU 11, but a delay of game by the Rockets helped the Cyclones force a 30-yard field goal by Jameson Vest to give Toledo a 3-0 lead.
Warren started at tailback and on the ensuing possession, his first touch of the drive was a 13-yard gain to give the ISU offense a spark. Richardson hit receiver Allen Lazard for a 16-yard gainer and an 11-yard sweep to Trever Ryen set up a 35-yard field goal by Cole Netten to tie the game at 3-3 in the first quarter.
With Toledo holding a 10-3 lead, Iowa State punter Colin Downing's punt was blocked by Cody Thompson and recovered at the two-yard line. The ISU defense stifled three runs by Hunt and forced a 19-yard field goal by Vest to give Toledo a 13-3 advantage.
Richardson started the next ISU drive with four-straight completions to three receivers. Facing third and 12, Richardson connected with receiver D'Vario Montgomery for a 59-yard touchdown with less than four minutes in the half to draw Iowa State back within three points.
Following a fumble by Warren at the Toledo 15 with just more than a minute to go in the half, the Rockets drove 66 yards where Vest missed a 36-yard kick with six seconds left. Toledo went into the break leading 13-10.
The Cyclones appeared to force a three and out after halftime, but were penalized for lining up in the neutral zone. Toledo capitalized after quarterback Phillip Ely fumbled at the ISU two-yard line, but it was covered by the Rockets in the end zone to go ahead 20-10 in 3:28.
Iowa State put together its best drive of the game and spanned 8:46, 16 plays and 89 yards culminating in a one-yard sweep to the left by Ryen to make it 20-17 with 11:23 to play. Five minutes later, Netten hit a 46-yard field goal for a 20-20 tie with 6:27 left.
Netten missed a 32-yard field goal with five seconds left to send the game to overtime.
