CDBG allocation detailed

DES MOINES - Gov. Chet Culver pledged Thursday the latest federal disaster-related funds would be distributed to local governments and councils of governments with 10 days.
"This is just very good news," the governor said at a Capitol news conference. "We have a lot of homeowners in particular who are waiting for these funds to come. Within 10 days, this money will be at the COG level. We will push this out as quickly as we can."
Culver was referring to $125 million in Community Development Block Grants money from the federal Department of Housing and Urban Development announced earlier this week. Iowa has now received $282 million in CDBG funds related to the spring 2008 tornadoes and floods.
Although the following numbers are subject to change, the $30 million is expected to be allocated in the following amounts:
Entitlement Cities:
- Cedar Falls -- $1.39 million
- Cedar Rapids -- $11.89 million
- Des Moines -- $988.067
- Iowa City -- $1.03 million
- Waterloo -- $1.03 million
Councils of Government (COGs):
- Iowa Northland Regional Council of Governments - $3,189,351,Allamakee, Black Hawk, Bremer, Buchanan,Butler, Chickasaw, Clayton, Fayette, Grundy, Howard and Winneshiek counties
- North Iowa Area Council of Governments - $2,594,834, Boone, Calhoun, Cerro Gordo, Floyd,Franklin,Hamilton, Hancock, Hardin, Humboldt, Jasper, Kossuth,Marshall, Mitchell, Pocahontas, Polk, Poweshiek, Story, Tama, Webster,Winnebago, Worth and Wright counties
- Southwest Iowa Planning Council - $811,632, Audubon, Buena Vista, Carroll, Cass, Clay, Crawford, Dallas, Dickinson, Fremont, Greene, Guthrie, Harrison, Isa, Mills, Monona, Montgomery, Osceola, Page, Plymouth, Pottawattamie, Sac, Shelby and Woodbury counties
- East Central Intergovernmental Association - $3,262,258, Cedar,Clinton,Delaware,Des Moines,Dubuque, Henry, Jackson, Lee, Louisa,Muscatineand Scott counties
- East Central Iowa Council of Governments - $2,362,915, Benton,Johnson, Jones, Linn and Washington counties
- Southern Iowa Council of Governments - $1,447,078, Adair, Adams, Appanoose, Clarke,Davis,Decatur, Jefferson, Keokuk, Lucas, Madison, Mahaska,Marion, Monroe, Ringgold,Taylor, Union, Van Buren, Wapello,WarrenandWayne counties
In addition to the $30 million for housing rehabilitation, $35 million for new housing and $10 million for non-FEMA buyouts, the plans for the latest $125 million in CDBGs calls for spending $5 on small business stimulus, $32 million on public facilities and services, $750,000 for lead training, $5 million for floodplain mapping, $1 million for green building training and up to $6.2 million for administration of the funds.
