Cedar Rapids man accused of stealing car

A Cedar Rapids man is accused of stealing a vehicle that was parked in the 600 block of Ellis Boulevard SW.
According to a criminal complaint, James J. Norton, 47, was seen on video surveillance early Tuesday taking a 2015 Chevrolet Impala that was parked behind Blue 62 on Ellis Boulevard SW.
Police said Norton was arrested after officers saw him driving the stolen vehicle in the 1600 block of E Avenue NE, according to the complaint.
Officers said multiple drug pipes were found in Norton's possession at the time of his arrest.
Norton faces charges of second-degree theft, a Class D felony, and possession of drug paraphernalia, a simple misdemeanor.
