U.S. turning into a police state

The federalization of the D.C. police force and mobilization of the National Guard is the first step in turning the U.S. into a police state. This, in a year when crime rates actually went down. This, at the whim of one man. And this does nothing to address the causes of homelessness and crime. It is my understanding that a measurable percentage of the homeless are veterans and Trump, of course, has cut VA funds and services. But, he has his gulag where he can send the undesirables.
I have written to Sens.Grassley and Ernst a number of times and always received a canned, evasive response. What is the "ordinary" person to do?
